Loud voices have not risen to the level of disorderly conduct during recent demonstrations for racial justice on Lincoln Square, Police Chief Robert Glenny said during Monday’s regular Gettysburg Borough Council meeting.

Allowing demonstrators to “raise a ruckus” seems unfair to restaurants that are providing outdoor seating, council member Judith Butterfield said.
